Delegate David Toscano has a list of bills he wants to introduce in the General Assembly, and one deals with ABC agents. The Virginia Department of Alcoholic Beverage Control has changed the rules concerning approaching potential law breakers. That follows the UVA student incident in the grocery store parking lot last spring. Toscano says even with those changes in regulations, the General Assembly should get involved with oversight. Toscano also wonders why ABC has a $750,000 SWAT-type vehicle. He says another bill he plans to introduce would restrict minors’ access to tanning beds.
