CHARLOTTESVILLE (WINA) – The independent review from former federal prosecutor Tim Heaphy is now online. It’s on the city’s, the Hunton & Williams, and the independent review websites. Already, there is criticism about the cover photo of the report… an African-American Charlottesville police officer shown with his head down in front of the July KKK ralliers. Heaphy will talk about the report initially at an 11 o’clock press conference at City Space today… then formally present the report to City Council at 7 Monday night.

The report is 220 pages long — and among the criticisms in a quick look is Charlottesville police did not seek input from law enforcement that had handled similar events… did not provide adequate training and information to officers in advance of the August 12th event… and waited too long to request specialized assistance from the Virginia Department of Emergency Management.
Heaphy also finds City Council unduly interfered with operational planning by directing the event be moved to McIntire Park just days in advance.
