CHARLOTTESVILLE, VA (CVILLE RIGHT NOW) – Albemarle County’s Board of Supervisors will consider an application for an affordable housing tax rebate from the developer of the Attain on 5th apartment complex during its Wednesday meeting. according to the public agenda.

Bonaventure, the applicant, is planning to build 165 new multifamily units, expanding its property to 309 total units on site at Wahoo Way off 5th St., south of I-64. To qualify for the Affordable Rental Housing Incentive Program (ARHIP), the development has to include 20% of its units as affordable housing.

The applicant, Bonaventure, is seeking “an ARHIP award to assist with the construction and management of 62 affordable units (20% of the total units on the property).” It plans on making 31 of those units affordable at 60% Area Median Income (AMI), and 31 more at 80% AMI.

“This incentive program is available to residential construction projects that contain 11 or more residential units, and which make at least 20 percent of the total residential units available to households with incomes at or below 60% of area median income in accordance with Housing Albemarle,” according to the agenda.

The proposed split between 80% AMI units and 60% AMI units is the mix that makes the affordable units financially feasible in this project once the incentive is applied,” Albemarle County Communications Director Abbey Stumpf said. “County staff worked with the developer to reach a unit mix that staff feels is beneficial to the community.”

The only public hearing on the agenda in the 6 p.m. evening portion of the meeting also involves Attain on 5th.

The item involves technical issues involving steep slopes management and preservation in the rezoning to add the extra residential units, as well as obtain special exceptions that would waive step back requirements and modify the minimum number of parking spaces required.

The Board will also have a work session to discuss “overlay zoning districts” and “use tables” covered in Zoning Modernization Phase Two, as well as hear a report on Strategic Plan Execution Analysis and Reporting.

“(It’s) something we’ve been working on to make our zoning ordinance more readable, more consistent with current laws and then make sure it’s aligned with the new comprehensive plan,” Stumpf said of the Zoning Modernization, or Z-Mod. “This is basically a way for us to make sure our ordinances are aligned with how we really want things to be read and received, and that it’s readable and usable.”

Also Wednesday, the Board will recognize retiring Albemarle County Police Chief Sean Reeves for his nearly quarter-decade service to the ACPD, according to the agenda.

On medical leave since May, Reeves announced his retirement two weeks ago effective Oct. 1.

“He is just an absolute passionate, compassionate human who’s been working hard to make our community safer and more secure and improve the well-being of everyone,” Stumpf said.
